There can be little doubt that these Scholarships are an inducement to clever boys, who will naturally leave schools in which they are debarred from this competition and enter one of the three favoured schools. The above school is a public school doing the same work as the other schools and subject to the same Government examination, and the fact that the pupils are debarred from this competition...
